Basically it's just a change in semantics, as global moderators have had access to the Admin Control Panel for over a year. Since Fujiko has occasionally tinkered with things in the ACP, and since the regular Mod CP doesn't let you do very much, this adjustment made sense. Fujiko's promotion shouldn't alter your day-to-day existence (the name of our former global moderator even remains green), but it's still wise to obey her without question and bring her gifts, lest you get transformed into some vile undead creature - or vaporized outright.
Don't expect any other staff changes to occur in the near future, unless activity on this forum increases inexplicably.
