I went with Hydro-City, but I'm not totally sure...
This also reminds me I need to take the time to finish some of the older Sonic games someday.

I'd have to side with Hydro City, since "Hydro City" literally means "Water City".
Hydrossity would be a mispronunciation of the prefix "Hydro".

There actually is a given explanation for "hydrossity" - hydro, and velocity: hydrocity. Makes sense for the higher half of the zone, at least. The correct pronunciation is "Hydro City", but I still figured I'd throw that out there.
