Basically, it's a setting that means that this forum might look prettier if you try to view it on a mobile device. If you're browsing on mobile and this broke something, please let me know. More mobile-friendly optimizations may be coming soon, in part because there might be one or two people who browse on mobile devices, and in part because it might be good for SEO, but mostly because I felt like tinkering with HTML/CSS stuff. I've toyed with the idea of making a dedicated mobile skin, although I would advise against holding your breath about that happening.

If you add "max-width:95%" or something like that to #container's CSS, it might be even better. Or worse lol

I tried it both ways. Unfortunately, the banner still looks funky on my phone, regardless of whether I add the "max-width:95%" thingy. Maybe I'll dig deeper into mobile optimization at a later date. No guarantees can be made, though.
