If the site's URL begins with https:// (in most browsers, you'll also see a padlock appear next to such sites), it's going to offer some protection for financial transactions or other sensitive information. This still offers some protection for general use, but the Heartbleed vulnerability has shown that it's not as strong as it once was.
Chromebook's encryption of saved passwords means that if someone stole your laptop or tried to use it without your permission, they would have a hard time logging in and gaining access to other accounts with passwords saved on the system. No protection is 100% safe, though - if you try to plug every hole, you'll go crazy, and you still won't be completely safe.
