Your description of Vancouver sounds exactly like what Jacksonville (and most other decent-sized cities on this planet) have attempted to achieve, with limited results.

Years ago I wanted to write something like this for my own area, but my descriptions were going to be less interesting ("This is where shamefully rich people live, eat, and golf" or "Undocumented workers grow potatoes here").
