The program is called Shimeji-ee, you may or may not have heard of it before. Basically, you can get little characters to run around your screen, climb up the sides, steal your non- full screen windows, etc. It's very cute, and customisable. There are plenty of different sets around the internet, and you can easily make your own as well.
