Most IT professionals are not chronically toxic people. However, everyone has their own motivations and their own expectations of how things ought to be, and different people are evaluated on different things.
So yeah, sometimes people come into conflict, and sometimes they do things that don't contribute to the wellbeing of their colleagues, their customers, and the company that employs them.
